Election Terminology: Election mechanisms, hierarchies, and processes vary globally within the diverse political systems. As a result, we designate the following organizational framework to guide us in data analysis and collection:
Executive Level: Presidents, Chancellors, and Prime Minisiters
Subnational Level:Governors and Provincial Leaders
Legislative Level:Upper and Lower Houses (such as those of a parliament or congress)
and finally Local, which can include mayors and council leaders.
Metrics
Many of the metrics presently used speak for themselves. Some require further clarification. These include:
Robust Early Childhood Care and Education (ECCE) Policies (Yes/Partly/No)
“Yes” designates countries that have instated policies designed to provide six months of paid maternity leave as well as four weeks of paid paternity leave, paid breastfeeding breaks during the first six months of a child’s life, and two years of free pre-primary education. These policies help to both establish a critical foundation for optimal early childhood development, and provide a social support system for women, lessening the burden of early childcare and ideally lowering the barrier to entry should they decide to step forward.
“Partly” corresponds to countries that have implemented one or two of the three policies listed above.
“No” refers to those countries that have not instituted any of the three ECCE Policies outlined above.
Suffrage Year: the year when women first gained the right to vote in a given country.

Data were compiled from various verified sources, including other NGOs, Think Thanks, and university initiatives. In many instances, the SFGI team collected the data by scouring official election registries, candidates’ pages, and news sources.
Data were then compiled and cleaned using R, and maps and visualizations were made in Flourish, before being embedded into our own Global Data Hub Preview pages.
